Well this doesn't have much sense, the last 16 characters are totally random and they depend only from the RAM state at that moment, these console ids are stored directly into some of the SONY DataBases, so, console ids cannot be generated a second time, not even by the SONY Console ID Generator itself.

Stealing a CID with a RTM tool is possible only in certain games, except if he stole your MAC adress.
Plus, if you're not in Russia you couldn't of have that CID (0x8C).
